Oz-Dev: Aus Indonesia Partnership Decentralisation

The Australia Indonesia Partnership for Decentralisation (AIPD) builds on the experience and established systems and mechanisms of the current Australia Nusa Tenggara Assistance for Regional Autonomy (ANTARA) program. The Contractor will provide analytical, technical and administrative support for the effective and efficient development, implementation and monitoring of AIPD. The Contractor will also provide support to the AIPD Program Director (PD) and his/her deputy, who will be contracted separately by AusAID. This Schedule should be read in conjunction with the AIPD Delivery Strategy 2010-2015. In the event of inconsistencies between this Scope of Services and the AIPD Delivery Strategy 2010-2015, this Scope of Services will take precedence. AIPD is designed as a flexible and responsive program to allow the Government of Australia (GoA) to support the Government of Indonesia (GoI) to effectively implement its decentralisation policies, with a particular focus on improving essential service delivery. It will also assist the GoA to provide more coordinated and coherent support at the sub-national level through its other substantial sectoral investments in Indonesia. More specifically, AIPD aims to contribute to improved delivery of essential health, education and infrastructure services by Provincial and Local Governments (P/LG) in some of Indonesia’s poorest provinces. It will do so through supporting the more effective allocation and management of the financial resources available at provincial and district levels. AIPD will also actively support poverty and gender inclusive approaches through all its actions. Success for AIPD will mean local government partners link budget planning and expenditure to service delivery targets, and implement management practices that lead to improved health, education and infrastructure. Success for the Contractor will be the extent to which they are able to facilitate local government successes.
