Implementation of the Eastern Indonesia National Road Improvement Project (EINRIP), supported by a loan from AusAID to GOI, began in late 2008, and is expected to continue until 2012. The EINRIP project includes around 24 civil works sub-projects with an average value of A$10 million, located in nine different provinces – North Sulawesi, Central Sulawesi, South East Sulawesi, South Sulawesi, West Kalimantan, South Kalimantan, Bali, NTB and NTT. The Directorate General of Highways (DGH) is the "Client" for the construction of these sub-projects. The EINRIP project provides for independent Technical and Financial Audit(s) of the overall project, to be funded and contracted by AusAID which is the purpose of this RFT. The Contractor will carry out a series of audits of selected civil works contracts to identify whether the parties involved in the contract have delivered what the Client paid for. Audits will require checks of the adequacy of all the processes employed during project implementation (by the Client, the Project Manager, Construction Supervision Consultants, Civil Works Contractors and related agencies); the adequacy of invoices and invoicing procedures; and quality checks on the works to ensure their compliance with contract, specifications and design drawings. |
