As part of its collaboration with the World Bank, Australia became a founding member of the World Bank-initiated Development Gateway Foundation in November 2001. The Development Gateway uses the Internet to share knowledge on development issues and activities and procurement opportunities. In September 2002, Australia established a "proof-of-concept" (Phase I) Australian Development Gateway (ADG) site to examine the viability of an Australian website in support of the Development Gateway initiative and (the then) Minister Downer's expressed desire to make published research results of Australian institutions increasingly accessible to people across the developing world. Phase IV of the Australian Development Gateway is the subject of this tender. AusAID has decided to continue to fund Phase IV as a fully-funded public good. Following a number of reviews in 2007 and 2008, AusAID is not seeking financial partners during this period or to set up the Australian Development Gateway as a separate legal entity during this period.
