Australia has contributed over AUD195 million for reconstruction and humanitarian assistance to Iraq since 2003. Australia’s contributions include AUD70.3 million on humanitarian requirements, AUD57.8 million to UN Trust Funds (agriculture, governance, election process and refugees) and AUD44.9 million allocated to reconstruction priorities (focus on agriculture and governance). Australia's assistance is focused on niche areas where Australia has particular expertise, principally in the rehabilitation of Iraq's agricultural sector, human rights, governance and financial management. Australia's assistance is targeted towards the provision of training and policy inputs, to Iraqi ministries and key international agencies involved in reconstruction efforts. The predecessor of the IPF was the Reconstruction Assistance Facility Iraq (RAFI) program which provided expert advice and capacity building in Iraqi ministries, particularly, the Ministry for Agriculture. The program included: (a) In country activities which focused on the provision of technical advice, short term study tours and/or training in Australia, and the procurement of internet communications between the Ministry of Agriculture and provincial offices; and (b) Following the withdrawal of all AusAID and contract personnel from Iraq, in-Australia training substituted in-country assistance.
